Context & Environment

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential.

Heavy and waxy oils will be produced from 29 well pads, (with 9 located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bwpd of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection and by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation. LPG extraction, storage and tankers loading facilities are part of the CPF facilities.

Multicultural environment

Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply. Due to staggered development on CPF, it is expected that SIMOPS (Operations vs Construction), will occur on CPF.

Main Duties and Responsibilities:

Project Phase :

• Become site and process system familiar,
• Review of Operating manuals submitted by Mc Dermott / Sinopec,
• Review of Operational Tests Procedures submitted by Mc Dermott / Sinopec,
• Review of Leak Test Procedures submitted by Mc Dermott / Sinopec,
• Preparation of start-up sequence, marked-up PIDs,
• Contribution to Black start procedure,
• Familiarize with ESP initial Start Up & operating, Creation of L4 start-up and operating procedures, including pigging procedures
• Population of the Routine Task lists,
• Preparation of the Operator round Check lists .
• Preparation of Shift report templates,
• Preparation of pre-start-up check lists,
• Coordinate with Site training coordinator for the organization of the OJT phase for new operators.

Operational Phase :

• Acts as the Delegated Operating Authority once units / packages have been HO to Company and Company PTW applies.
• Ensure safe working conditions for all personnel and perform last minute risk assessments, toolbox talks and site safety rounds,
• Performs regularly daily safety rounds and ensure proper housekeeping and restore anomalies ASAP,
• Identify downgraded situations and propose mitigating measures; then ensure that these mitigation measures are applied,
• Contribute to the reporting of anomalies, incidents, Stop card participate to the investigations including Cause Tree Analysis and apply corrective actions as necessary,
• Participate to the Risk Assessment
• Participate to PTW audits,
• Participate to the Weekly Safety meeting,
• In case of emergency situations, ensure proper safeguarding of process facilities and follow up requests of the Production Superintendent,
• Follow strictly the Inhibition and override Management system, ensuring CCR teams are fully in compliance,
• Ensure correct follow up of defined mitigation measures of SIMOPS dossiers, PTW, Job Safety Analysis and DGS,
• Opening of all deemed high risk permits on site,
• Ensure that all mechanical and electrical isolations, flange tagging and logging, flushing, pressure test and start up programs are fully prepared and executed when required.

Activities (SU / Operations / Production/ SIMOPS)

• For system start-up, drive the whole Production team on CPF side through the start-up sequence. Ensure adherence to the SU procedures; Identify gaps or issues and propose action for correction.
• Follow-up the implementation of Production operations programs in coordination with Field Engineer,
• Ensure that all the set-up of the facilities is within the process limitations and in line with the objectives of Production/Injection,
• Ensure smooth and proper Start-Up of the ESP and good follow-up and ramp-up,
• Plan / Organize all routine & non-routine activities of field operator and control room operator team on CPF,
• Ensure adherence to chemical injection guidelines,
• Ensure that the daily and weekly sampling program has been properly executed and recorded,
• Coordinate with Logistic for the top-up of chemical on CPF
• Participate to the Pre-Job Meeting
• Contribute to the preparation of the PTW dossiers,
• Review latest site conditions and open daily authorized PTW on the behalf of the Production Superintendent.
• Ensure proper Close out of PTW (works commissioned, isolation removed and location in safe and clean conditions).
• Ensure proper daily event reporting and update of all relevant routine check lists and operator round logs,
• Ensure and check the daily production reporting on production issues
• Verify the status of all inhibitions at each shift and crew change,
• Ensure at shift change that the actual status of the facilities is known to the incoming shift,

Main Duties and Responsibilities:

• Serve as the focal point for Well Performance within the Smart room.
• Monitor ESP, well operating parameters & Well-surface Equipment using PI, DCS Panaroma, and ESP Digital Tool Dashboards.
• Ensure ESPs & Well-surface Equipment operate continuously within OEM-recommended envelopes.
• Track key well performance indicators including Production and Injection flow rates & Wellhead pressure for water injector wells

• Bachelor degree in Engineering or equivalent qualification
• Professional experience: 6 years’ minimum in Oil & Gas industry. Oil production affiliate exposure, GSR team, qualification in an operating environment (drilling, operations, with practical experience). Minimum one exposure as Well performance engineer on operated asset (ESP pumps operation) and/or Smart room.
• Sound knowledge in well performance tools (PROSPER, GAP…) and understanding of Field operation challenges on the onshore project.

• Participate to the review of documents and files in the Electronic Data Management System issued by the EPC to ensure they are of sufficient quality to be utilized for MIE activities and by Maintenance Personnel onsite during the Operational phase.
• Participate in inter-discipline MIE activities including maintenance and criticality strategy development, global maintenance plan preparation, writing of maintenance plans and procedures. Ensure that all MIE deliverables are in line with National Legislation, Affiliate and company Specifications and Best practices.
• Prepare complex site maintenance procedures for the maintenance and testing of Electrical systems prepared with site supervision, ensuring incorporation of best practice.
• Take active role into the Operating spare parts selection process and Procurement Activities and assist Spare Parts Coordinator as required with the detailed spares requirement per equipment, inspection, shipment, delivery and storage of spares in company warehouse(s).
• Participate in the review of documents and files in the Electronic Data Management System created and issued by the MIE Spares Contractor.
• Ensure adequate preparation, review and validation of the Maintenance dossiers.

Operational Phase (additional to Project activities) :

• Provide specialist technical/engineering advice and guidance to site personnel on the operation and maintenance of electrical systems ensuring highest safety standards, a timely response to queries and minimal disruption to operations.
• Ensure all electrical equipment’s are maintained and kept in optimum working condition.
• Ensure a constant follow up of equipment regarding their obsolescence and prepare any required upgrade
• Contribute to the ongoing monitoring of strategies for the maintenance and operation of plant/equipment to ensure that all plant and equipment meets verification and compliance requirements.
• Proactively monitor, review and analyze plant and equipment performance using Digital Tools and provide feedback to Line Management, identifying opportunities to maximize production and performance and share best practice.
• Ensure the Condition Based Maintenance is used to maximize electrical equipment availability whilst maintaining the technical integrity of the equipment.
• Prepare scopes of work for vendor services and repairs, make recommendations on preferred contractors and co-ordinate vendors, materials and equipment for planned and unplanned activities, monitoring and controlling manpower usage.
• Conduct ad-hoc technical surveys at site and at vendor/repair locations, providing detailed technical reports identifying problems and solutions and ensuring optimum performance from contractors.
• Develop / monitor/challenge/improve Electrical maintenance procedure implemented.
• Ensure all relevant operations and maintenance procedures and documentation are maintained in an accurate and current status and are available on request.
• Develop and maintain good working relationships with site personnel through effective communication and by making regular visits to site

• Bachelor degree in Electronic/Electrical Engineering from an accredited university or equivalent.
• Minimum 8 years’ experience on Electrical systems and maintenance in the Oil & Gas environment, two years of which must have been spent working on an operational plant.

• Strict application of Company HSE rules and procedures and pro-activity on this matter by participating actively to the “stop card”system and by reporting all incident or potentially dangerous situation.
• Perform well data quality control and validation at the wellsite.
• Predict and evaluate the geological hazards such as formation pressure, gains, losses, caving, differential sticking, acid gas, swelling clay, shallow gas.
• Detect reservoirs and evaluate the fluid content.
• Ensure correct data communication at the well site by reporting in due times any event with potential consequence on the project achievement.
• Supervise all well data acquisition such as mudlogging, LWD, electrical logging, coring, solid and fluid sampling, pressure measurements, VSP, in accordance with the well data acquisition program as defined in the WSOR.
• Ensure full well data recovery on rig site and guarantee complete and pertinent reporting and well data flow from the rig to the company’s operation representative.
• Supervise contractor performance for all the services associated to geological operations i.e. mudlogging, MWD-LWD, wireline and pipe conveyed logging. This supervision shall include the check of quality and reliability of equipment, necessary spare parts and consumables and the performance of the crew.
• Realize, periodically or at reception of a new mudlogging/wireline unit, of technical audits to verify the compliance of contractor equipment and personnel to the contractual terms and conditions.
• Supervise and verify the labelling, conditioning and shipment of samples and of all documents and reports issued by contractors.
• Work closely with any other supervisors, notably the drilling and mud supervisors, appointed by company in order to form a cohesive and efficient team.
• Organize and/or participate actively to pre-job meetings before each special operation such as wireline logging, open hole tests.
• Mentor junior/trainee well site geologists and therefore contribute to the development of operations geology skills especially for local new professionals.
• Actively participate to technical reports such as the Final Geological Well Reports or to any report related to the use of a new technology or when uncommon environmental or operational conditions are encountered (REX).

• Minimum BSc Hons Degree in Geology or other geosciences disciplines and must be certified to work as operation geologist (IFP certification)

•  Participate in commissioning activities from simple function tests up, loop checks to Operational Test Procedures. Confirm all alarms and trip set points. Review start-up procedures and provide recommendations for improvement. Contribute to preparation of Reflex sheets for the CRO. Make maximum use of OTS prior to start-up to train junior CRO in coordination with OTS trainer.
• Participate in plant start-up. Operate plan in Control Room during start-up and first oil period. Coach the junior CRO on all aspects of the job.
• Monitor and operate DCS and other CRO interfaces: Oversee processes to ensure safe and stable processing including well production and injection, process and utilities. Identify bottle necking and offer solutions.
• Process overview: Ensure the process and function of all equipment used in operations. Identify anomalies and ability act immediately as soon as identified. Follow instructions and procedures from engineering and management regarding wells, CPF and utility operations. Give recommendations for improvement.
• Well performance and ESP (ESCPC) operation: Manage ESP and well operations, understand process and troubleshoot when required. Gas, water, sand, wax and hard sediments management in wells. Analize and take decisions to provide safe ESP and well operations. Adjust well and ESP (ESCPC) parameters as soon as deviation is identified. Offer better wells regime.
• Process management and adjustment. Identify anomalies of operating parameters. Manage and adjust process parameters in real-time to ensure operations align with safety guidelines and production process. Implement recommendation of engineering and supervising.
• Support the production and injection target: Work closely with production and well performance team for strictly following instructions. Act immediately as soon as anomalies identified minimizing shortfalls in both production and injection targets.
• Provide sale nomination targets with strict export nominations as approved. Act immediately as soon as anomalies are identified.
• Start-up well pads and CPF: Start process during first oil and after shutdowns. Lead wells start-up after drilling and work over as same as after dewaxing and others well interventions. Implement clean up and adjust wells operation parameters safely.
• React immediately in case of emergency. Be sure that the system works properly and safely. Understand all safety equipment in operations and operate it in case of process safety incidents including integrity failure.
• Ensure correct follow up of defined mitigation measures mentioned in PTW and Job Safety Analysis. Implement inhibitions for the jobs and reinstate them according to the work management system.
• Follow all safety protocols and operational guidelines to maintain a safe working environment. Report any safety issues or unusual conditions immediately.
• Work closely with production operators of CPF and Well Pads. Assigning tasks and coordinating activities to maintain efficient workflow.
• Prepare regular production reports. Maintain logs and ensure all is accurate and up to date.
• Report about inconvenience, bags. Offer improvement of the system, prepare request for modification or notifications for MNT
• Identify unnormal behavior of operating equipment and prepare notifications for MNT. Keep informed Prod SPV. Also, offer new solutions for the operation and process, get information for request for modification.
• Participate in Lesson Learned System. Register new events properly with corrective mitigations. Be proactive and control implementation requested mitigations.

Leadership

• Act as a technical leader on site for site operators focusing on CRO newcomers and share information you have with colleagues.

You will play a key role in the information management system. You will be responsible for maintaining the computer systems of the company including server management. (Installing, maintaining upgrading and backing up servers as well as securing them from unauthorized access.)

Key Duties and Responsibilities:

Your duties are wide-ranging; you will be charged with installing, supporting, and maintaining servers or other computer systems, and planning for and responding to service outages and other problems. Other duties may include;

• User administration (setup and maintaining accounts)
• Monitor system performance
• Create a backup and recovery policy
• Monitor network communication
• Implement the policies for the use of the computer system and network
• Set up security policies for users.
• Analyze system logs and identify potential issues with systems.
• Perform routine audits of systems and software.
• Troubleshoot any reported problems.
• Ensure that the network infrastructure is up and running.
• Choose the best tools and technologies the team requires to meet the business needs.
• Manage and automate the software deployment process from developers to production systems by use of tools such as Git, Jenkins etc.
• Ensure optimal system configurations to manage cloud hosting costs
• Work together with the IT Team to ensure the resolution of among other issues, the database issues in regards to the Cyclos 4 system.
• Any other duties as may be assigned by the supervisor from time to time.

Knowledge and Skills

• Excellent knowledge of setting up and configuring network
• Extensive knowledge or proficiency in various programming tools and applications as well as multiple computer environments is a plus
• General security knowledge with emphasis on securing web-based applications
• Wide knowledge of Computer skills

Education and Experience

•  Bachelor’s or Master’s degree in either of the following disciplines: computer science, information technology, engineering or mathematics
• A minimum of three years of experience in computer maintenance and hardware management

• Server uptime as a result of proper maintenance
