Roles and Responsibilities 

1. Network Configuration & Support 

• Configure, maintain, and troubleshoot Layer 2 and Layer 3 network devices (switches, routers, firewalls).
• Implement and support VLANs, trunking, inter-VLAN routing, and network segmentation.
• Monitor network performance, identify bottlenecks, and resolve connectivity issues.

    2. Switching (Layer 2) 

• Configure VLANs, trunk ports (802.1Q), EtherChannel (LACP/PAgP), and switching logic.
• Implement STP, RSTP, and MSTP to ensure loop-free network topology.
• Maintain MAC address tables and support switching-related troubleshooting.
• Apply port security, storm control, and switch hardening to improve network security.

    3. Routing (Layer 3) 

• Configure static and dynamic routing as required.
• Implement routing protocols such as OSPF, EIGRP, IS-IS, and BGP.
• Perform route summarization, route filtering, and redistribution.
• Implement high availability routing technologies: HSRP, VRRP, GLBP.
• Support policy-based routing (PBR) and routing optimization. 

   4. Network Services & Fundamentals 

• Manage and troubleshoot DHCP, DNS, NAT, PAT, ARP, and other core network services. 
• Perform IPv4/IPv6 addressing, subnetting, and supernetting. 
• Ensure accurate network documentation (topologies, IP schemes, device configurations).

• Monitor network health using standard monitoring tools. 
• Support access control, ACLs, and device hardening. 
• Respond to network security alerts and assist with threat mitigation. 

Job Summary: The Quality Improvement and Interprofessional Practice Officer will provide technical leadership and coordination for the implementation of Quality Improvement (QI) initiatives across integrated service delivery points in the supported districts. Working closely with the project’s technical team, district health management teams (DHMTs), facility QI teams, and the Ministry of Health (MoH), the officer will support the design, implementation, documentation, and dissemination of QI interventions in line with the National Health Care Quality Improvement Framework and Strategic Plan. He/she will champion interprofessional collaboration among health workers to strengthen teamwork, client centered care, and integration of services across departments. The position will ensure that QI methodologies are systematically applied to improve performance, enhance clinical outcomes, and strengthen health systems in all 12 supported districts. Roles and responsibilities • Support districts and facility teams to establish and strengthen QI structures and functional QI teams in line with MoH guidance. • Facilitate the identification of performance gaps using data-driven approaches and support facilities to develop, implement, and monitor improvement collaboratives and projects. • Build the capacity of health workers and district coaches through mentorship and training in QI methodologies (PDSA cycles, root cause analysis, documentation, and data use for improvement). • Facilitate QI teams to establish and maintain up to date QI data bases at the different levels of QI implementation including facility, HSD, District and Regional levels. • Promote interprofessional practice by fostering teamwork among clinicians, nurses, laboratory, pharmacy, and community health staff to improve coordination of care and service delivery outcomes. • Collaborate with thematic leads (HIV, TB, RMNCH, GHS, Laboratory, Supply Chain, and HRH) to embed QI approaches across all program areas. • Coordinate with MoH QI Department, Regional Performance Monitoring Teams, and implementing partners to ensure harmonization of QI activities and adherence to national standards. • Document and disseminate best practices, success stories, and lessons learned through learning sessions, exchange visits, and quarterly reviews. • Track performance against project QI indicators and contribute to quarterly and annual reports. • Support operationalization of district QI sustainability plans and integration of QI into district workplans and budgets. • Contribute to operational research, including study design, data collection and analysis, and preparation of abstracts, manuscripts, and technical reports for dissemination. • Represent the organization in relevant technical, coordination, and policy fora at district, regional, and national levels. • Support resource mobilization efforts by identifying opportunities, contributing to proposal development, and engaging with partners and donors to sustain program impact. Job Summary: The District Integrated Health Service Delivery Officer will provide technical and operational leadership for the implementation, coordination, and monitoring of Maternal, Newborn and Child Health (MNCH), Malaria, and Global Health Security (GHS) interventions in the supported district. The officer will work with District Health Teams (DHTs), health facilities, and community structures to strengthen integrated service delivery, surveillance, and response systems while ensuring alignment with MoH policies, National Health Sector Development Plan (HSDP), and project objectives. He/she will guide district-level planning, mentorship, and quality improvement to achieve high coverage and quality of essential MNCH, child health, and malaria services, and support the district’s preparedness and response capacity under the Global Health Security Agenda (GHSA) framework. Roles and responsibilities • Provide technical direction and oversight for the implementation of MNH, Child Health, Malaria, and GHS interventions across supported facilities. • Support the DHT in integrating maternal, newborn, child health, and malaria activities into annual workplans, budgets, and performance reviews. • Coordinate district-level technical working groups (TWGs) and participate in regional learning and planning meetings. • Ensure adherence to national policies, service delivery standards, and clinical guidelines for MNCH, Malaria, and surveillance interventions. • Work with facility teams to improve access, utilization, and quality of integrated MNCH, malaria, and child health services (ANC, safe delivery, postnatal care, immunization, iCCM, IMCI, IPTp, and malaria diagnosis and treatment). • Promote integration of services across platforms (HIV/TB, RMNCH, nutrition, GHS) for efficiency and continuity of care. • Support implementation of quality improvement (QI) approaches and ensure functional QI teams across supported facilities. • Strengthen district and facility capacity for infection prevention and control (IPC), emergency obstetric and newborn care, and maternal/perinatal death surveillance and response (MPDSR). • Strengthen district capacity for surveillance, detection, reporting, and response to priority epidemic prone diseases and public health threats. • Support functionality of District Task Forces and rapid response teams, and facilitate simulation exercises, after-action reviews, and emergency preparedness planning. • Coordinate with One Health structures to promote integrated surveillance and community event based reporting. • Support community health workers and CHEWs to participate in surveillance, outbreak response, and risk communication. • Work with the data and M&E teams to strengthen use of HMIS/DHIS2 and ensure timely and accurate reporting. • Participate in quarterly performance reviews, data review meetings, and support adaptive planning based on evidence. • Document and disseminate success stories, best practices, and lessons learned in integrated health service delivery. Job Summary: The MNCH Specialist will provide technical assistance to enhance access to and utilization of high-quality maternal and newborn health (MNH) services at both community and facility levels across the East Central Region. He/she will lead the technical direction and implementation of MNH interventions, ensure alignment with national priorities, and contribute to health system strengthening efforts across the region. Reporting directly to the Director of Technical Services, the MNH Specialist will offer technical oversight and mentorship to regional and district teams, fostering capacity building, quality improvement, and performance tracking. This role involves frequent travel to focus districts and health facilities to provide hands-on support and ensure effective implementation of MNH activities. Roles and responsibilities: • Provide technical and strategic leadership for evidence-based MNH programming at facility and community levels, ensuring alignment with national priorities and global best practices. • Offer guidance on MNH policy and programming, ensuring synergy and complementarity with other MNH initiatives and coordination mechanisms. • Support program design, implementation, monitoring, evaluation, and learning in collaboration with project teams and Government of Uganda (GoU) structures at national, regional, district, and facility levels. • Coordinate and oversee the provision of MNH technical assistance to address identified regional, district, facility and Community needs. • Lead the development and adaptation of MNH capacity-strengthening interventions, including training, mentorship, coaching, tools, and guidelines to support GoU efforts. • Provide technical oversight for implementation research and learning, including identification of knowledge gaps, data analysis, and dissemination of evidence to inform practice and policy. • Engage actively in national and regional RMNCH networks and technical forums, fostering partnerships across government, donors, and the private sector to advance MNH priorities. • Ensure effective communication and collaboration within the project, with partners, and across stakeholder institutions. • Contribute to operational research, including study design, data collection and analysis, and preparation of abstracts, manuscripts, and technical reports for dissemination. • Represent the organization in relevant technical, coordination, and policy fora at district, regional, and national levels. • Support resource mobilization efforts by identifying opportunities, contributing to proposal development, and engaging with partners and donors to sustain program impact. Clinical background in Obst/Gyn or Paediatrics with public health training is strongly preferred. • At least six (6) years of work experience in the Uganda health system, preferably at regional or district level. • Deep knowledge of the landscape for MNH programming in Uganda, including related key GoU and USG priorities • Excellent knowledge of Uganda planning and performance management system, district supervision and the country’s MNH quality of care plan and roadmap. • Excellent knowledge of Uganda district and community-level structures. • Systems analysis skills applied to RMNCH services desired. • Experience leading moderate to large size teams of health professionals. • Experience working with a USG-funded health programs is desired. • Demonstrated ability to create and maintain effective working relations with Ministry of Health and district and regional officials, and other implementing partners. • Excellent written and oral communication skills, with proven ability in technical writing, documentation, and resource mobilization to support program sustainability. 

Job Summary: The Procurement Officer will coordinate the procurement of supplies and equipment for supported health units and program activities. S/he will be responsible for ensuring effective and efficient functioning of all procurement and disposal activities of the project Roles and Responsibilities • Work with the Project technical teams, and the Finance/Administration team, to plan for and implement detailed and efficient operational procurement support to project supported districts, health sub districts and health facilities. This includes but is not limited to: logistics support for on-site and off-site project supported activities. • Establish and implement a monitoring system that ensures prices paid for goods and services are in line with local market prices. • Develop and consolidate Procurement Plans and budget for every financial year and account for expenditures in accordance with MJAP and USG procurement policy and guidelines. • Review, develop, update and monitor the implementation of the MJAP procurement policy, guidelines and tools in accordance with the USG and MJAP procurement policy and guidelines. • Conduct supplier pre-qualification and management; prepare pre–qualification documents, invite public bidders for pre-qualification exercise and conduct price search and market surveys in line with the procurement rules and regulations. • Prepare bidding documents, invite the shortlist bidders to submit their proposals and manage the Tender/Bid opening and communication of awards as per procurement rules and guidelines. • Prepare and submit quarterly Procurement reports to Director Finance and Administration and respond to all queries or communications regarding the reports in line with MJAP procurement policy and guidelines. • Organize and manage contract negotiations with pre-qualified suppliers to negotiate terms and conditions of contract in line with MJAP and USG procurement policy and guidelines. • Review and monitor the implementation of a contract management system for the procurement process and provide technical support to user departments in contract management, in line with MJAP procurement policy and guidelines. • Documentation and Payment Processing: in coordination with finance team such as the Finance and Operations Manager, Finance Officer, and the Program/Finance Assistants, to ensure adequate documentation in support of various project events such as field training and meetings and other meetings involving internal and external staff and other stakeholders. S/he will design a system that puts in place a robust mechanism for the prompt and timely submission of such supporting documentation to the finance office to facilitate timely payment processing. • Coordinate and manage the disposal of assets in accordance with MJAP and USG procurement policy and guidelines. • The Procurement Officer is responsible for the creation, management and ongoing maintenance of a filing, archiving and retrieval system in electronic and hard copy formats for MJAP procurement policy and guidelines, in accordance with established policies. S/he will also maintain records of official correspondence and communications and create a system to log both incoming and outgoing correspondence relating to procurements. • Supervision, Training & Development: The Procurement Officer will directly supervise the Procurement Assistant and ensure performance of the highest standard; consistent with project needs. Job Summary: To support the Internal Auditor in overseeing risk assessments and mitigations across all MJAP and support functions. The role ensures there is a comprehensive, coordinated, and consistent quality in the process to report on key risks and implementation of risk management strategy and influence change to strengthen organization wide accountability. Specific duties and responsibilities. 1. Risk Planning • Support the Internal Auditor to develop and execute Risk based Internal Audit Plan. Update this Plan on quarterly basis and share with the Internal Auditor. • Examine, review, and assess risk management, governance and control processes and provide innovative best practices to make improvements. • Support the integration of risk management in the operational planning and decision-making processes. 2. Risk Management • Support departmental heads in maintaining and updating the organization’s Risk Register as an active risk management tool. • Support departmental heads in developing and monitoring Risk and control Self-assessment tool. • Support the Internal Auditor in monitoring implementation of the Terms of Reference for Risk Management Committee (RMC) 3. Compliance Management • Perform special assignments, investigations, and audits as needed and securely file all such reports and supporting documents accordingly. • Effectively and adequately document audit/investigation process and file the working paper accordingly. • Summarize, profile, and timely follow up plan of actions from all audits (internal and external), special assignments & investigation, and ensure all plan of actions are closed within the agreed timeframe. • Track/monitor implementation of Risk and control Self-assessment tool. 4. Job Purpose: As part of the finance team, the accountant is responsible for ensuring that the transaction postings in the finance system as per the GAAP, bank and mobile money are performed on time and monthly budget variance reports are prepared according to approved advance requests. Specific duties and responsibilities: • Support in the preparation/ development of field monthly financial reports which include system postings, bank reconciliations, journal entries preparation, personal advances, balance reports, grand summary sheets, supporting payment vouchers, petty cash journal and summarized expenditure etc. Ensure expenses are in accordance with U.S. government regulations (expenses are reasonable, allowable, and allocable), and MJAP policies and procedures. • Provide financial technical assistance, budget monitoring. • Participate in organizational budget development and financial reporting to relevant stakeholders. • Be responsible for managing the decision support system for top management to take key initiatives to improve business performance. • Maintain budgets and optimize expenses for LPHS-EC Project. • Prepare Monthly budget variance reports for SMT to facilitate decision making. • Evaluate and improve operations and financial performance systems. • Prepare monthly bank and Mobile money reconciliations. • Support preparation of monthly, quarterly, and annual financial closures. • Support monthly reconciliation of accounts payable and accounts receivables. • Ensure all payment vouchers are approved prior to making payments.

PROJECT SUMMARY: Local Partner Health Services – North & Southwest Activity is implemented by Joint Clinical Research Centre aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Acholi sub-region. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services. GENERAL POSITION SUMMARY: The data clerk will perform his roles under the leadership of the health unit in-charge. Working as part of the facility team, s/he will assist, in the implementation of strong data management systems of the health unit. The data clerk will work to promote quality data standards at all points of service delivery and ensuring the generation and submission of quality lifesaving HIV/TB data while exercising integrity. ESSENTIAL JOB RESPONSIBILITIES: 1. Liaise with the different units in–charges of several service delivery points to ensure completeness of data on the patient files, the registers. 2. Working with different health unit’s departments in ensuring that timely, accurate, complete and valid data is generated from the respective registers and is submitted to MoH and PEPFAR systems. 3. Receiving and submission of HIV/TB lifesaving related data calls and requests. 4. Update national EMR systems from the paper-based patient’s records. 5. Managing and maintaining the electronic data systems which include and not limited to EMR, DHIS2, Prevention tracker, eCBSS, YAPs MIS, TB INFO, PIRS, CQI by ensuring systems are timely updated with the most current data. 6. Maintains hardcopy and electronic data files and reports in compliance with the program regulations. 7. Strengthen data utilization at facility level by ensuring consistent application of Audit Tools to identify gaps, inform decision-making, and track progress on key performance indicators. 8. Ensures security of all donor IT equipment and records at the facility. 9. Maintains the highest standards of data quality by comparing the data entered with various source documents. 10. Clean all the program data entered into the various databases in line with the guidelines / principles as detailed in data quality protocols. 11. Participate in the facility quality improvement activities which may include collecting/ summarizing data, entry and analysis to inform progress of quality improvement interventions. 12. Assist health care workers at the designated facilities in data quality assurance as stipulated in the standard operating procedures and job aides. 13. Skill health workers in using various EMR systems and databases to improve the life of patients. 14. Ensures that patient level data is securely and regularly backed up, both at the site and off site. 15. Any other duties as per project demands QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE: • Bachelor’s Degree in Statistics, Quantitative Economics, Population Studies/Demography, or another related field. • At least one-year experience with UgandaEMR, PIRS, DHIS2 and other MOH/PEPFAR data capture systems. • Practical experience in updating, analysis and utilizing weekly audit tools. • Good working knowledge of computers with ability to operate various MS Applications – Word, Excel & Power-point • Efficient and effective verbal and non-verbal communication skills; ability to follow instructions provided in verbal or written format. • Ability to multi-task effectively, adhere to timelines and teamwork. • Good numeracy skills.
