Empowering Inclusion Through Technology: Digital Skills Training for Persons with Disabilities Underway in Uganda

In a groundbreaking move to close the digital divide and foster inclusive development, the National Union of Disabled Persons of Uganda (NUDIPU), in partnership with the Uganda Communications Commission (UCC) and Eight Tech Consults Ltd, has rolled out a comprehensive Digital Skills Training Program for Persons with Disabilities (PWDs)Equiping hundreds of Persons with Disabilities (PWDs) across multiple districts with essential digital literacy and ICT skills to thrive in an increasingly digital world.
Bridging the Digital Gap
Despite significant advances in digital infrastructure across Uganda, persons with disabilities have historically faced challenges in accessing technology due to physical, sensory, and systemic barriers. Recognizing this gap, the partnership among National Union of Disabled Persons of Uganda (NUDIPU), Uganda Communications Commission (UCC), and Eight Tech Consults was formed to promote digital inclusion, empower PWDs with skills for economic participation, and foster independent, dignified living.
Digital Skills Training
The current phase has reached over 560 persons with disabilities in 18 districts out of 28 districts including Butaleja, Busia, Isingiro, Hoima, Kayunga, Mukono, Sheema, Iganga, Arua, Jinja, Gulu, Terego, Moroto, Mubende, Soroti, Kabarole, Nebi, Mbale, and Lira, offering hands-on training in internet usage, email creation, mobile applications, social media, online safety, and the use of assistive technologies such as screen readers and live captioning tools.
Inclusive Learning in Action
Each training session is designed to cater to the unique needs of individuals with visual, hearing, physical, and speech impairments. Trainers demonstrate accessibility tools like TalkBack, Otter AI, and magnification settings, while also encouraging participants to apply their new skills in communication, advocacy, and business.
“This program is not just about learning how to use a smartphone; it’s about building confidence, economic resilience, and a sense of belonging in the digital society,” said a lead trainer from Eight Tech Consults.
Real Impact, Real People
From first-time email creators to disabled youth exploring digital entrepreneurship, the training is changing lives. Participants now have access to previously unreachable opportunities?be it education, employment, or social interaction.
Moreover, trainers are not only equipping participants with skills but are also building local capacity through Training-of-Trainers (ToT) models, ensuring sustainability and future scalability.
What’s Next?
As the digital literacy sessions continue through July and August 2025, the focus remains on reaching more districts, integrating more assistive technologies, and empowering PWDs to become digital champions within their communities.
