Job Description

Roles and Responsibilities:

o Support the recruitment process, including job postings, candidate shortlisting, interview coordination, and onboarding of new

staff.

o Maintain and update employee records, contracts, leave schedules, and performance management systems.

o Ensure compliance with Ugandan labor laws and SWRW’s internal HR policies and procedures.

o Coordinate staff welfare initiatives, team-building activities, and internal communication efforts.

o Support the implementation of training and capacity-building plans for staff development.

o Oversee day-to-day administrative operations, including office logistics, asset management, and supplies inventory.

o Manage office schedules, meeting arrangements, and travel logistics for staff and consultants.

o Ensure a clean, safe, and organized working environment.

Main Tasks and Responsibilities.

1. Project Planning and implementation
2. Support in the planning and implementation of project activities.
3. Develop periodic work plans, budgets, concept notes for activity implementation and report writing.
4. Conduct training for PWDS on human rights and Advocacy in Nebbi and Pakwach
5. Mobilize and oversee the process of forming disability structures in the parishes and sub counties of Nebbi and Pakwach.
6. Mobilize and form associations of Girls and Women with disabilities in Nebbi and Pakwach districts to empower them to advocate for their rights and inclusion.
7. Support training for Executive Committees of District Associations and Sub-County Associations on disability inclusion, good governance and Advocacy.
8. Identify, coordinate the training of disability champions on inclusive disability approaches and advocacy including sign language interpretation and care taking.
9. Supervise and work with disability champions to advocate and follow up on key disability issues with the local service providers.
10. Document lessons learnt and success stories to facilitate learning
11. Write and submit activity and quarterly narrative reports to the supervisor.
12. Collect and share relevant project information and data in accordance with the project M&E framework.
13. Ensure timely submission of project accountabilities.
14. Make appropriate arrangements and prepare logistics for meetings and trainings.

To be a strong supporter and advocate for children in this role you will need to have:

• Advanced university degree (Master’s or equivalent), or equivalent field and senior level experience.

• At least 10 years of experience within international humanitarian, development or displacement issues.

• Experience in humanitarian coordination and humanitarian responses.

• Proven understanding of refugee and humanitarian response, policy, and advocacy, particularly in the Uganda context.

• Strong understanding of the Global Compact on Refugees, Global Refugee Forum, and the CRRF.

• Strong understanding of the Triple Nexus and its practical application in humanitarian and refugee responses.

• Experience in developing and updating TORs, Strategy documents, SOPs, and other management documents and tools.

• Experience managing budgets, reporting to stakeholders, and developing proposals.

• Previous experience of working in Uganda and understanding of the refugee response in Uganda is a strong asset.

• Strong networks upon which to draw to contribute to coordination, advocacy and CRRF implementation.

• Experience of working with NGOs and NGO forums.

• Experience of working with refugee hosting governments, Un agencies, and bilateral and multilateral development partners.

Job Purpose       

To lead and optimize financial and administration processes, ensuring they align with NUDIPU’s strategy and policies to realize NUDIPU’s vision and mission.  

Job Summary 

The Director, Finance and Administration, will be responsible for overseeing overall organizational operations, including but not limited to finance management, compliance, grants oversight, administration, procurement and logistics, risk management, security, and information technology. He/ she will provide supervision of the finance, administration, and logistics staff.

Main Tasks and Responsibilities

1. Financial management:
2. Manage the operation and strategic functions of the finance department to ensure compliance and efficiency, including among others; regulatory compliance, donor compliance, and organizational policies and procedures.
3. Oversee and lead annual budgeting and planning process, annual cash flow projections, and forecast financial requirements on a regular basis in conjunction with the CEO and SMT; monitor progress and keep SMT abreast of the organization’s financial status.
4. Maintain sound financial management and accounting policies, systems, regulations, and procedures for the organization, including the regular revision and updating of the financial policies and procedures manual.
5. Ensure timely submission of periodic reports including annual budget, management reports, donor reports, Quarterly reports, Board reports, and audit reports.
6. Analyze and present financial reports in an accurate and timely manner, develop financial reporting materials for all donor segments and oversee all financial, project/program, and grants accounting.
7. Provide financial expertise and guidance to both the chief executive officer and the Finance Committee of the Board concerning the organization’s financial position and performance, especially in the areas of budget discipline, auditing, and cash flow monitoring.
8. Ensure that the finance and administrative systems function effectively and efficiently with respect for economy and value for money in accordance with the Organization’s policies and procedures manuals.
9. Monitor and advise management on the changes in local legislation, accounting practices, and tax regulations and implement necessary changes as recommended by the board.
10. Grants and Partnership Management
11. Spearhead the Preparation, review, and modification of memoranda of understanding and grant agreements between NUDIPU and other sub-grantees.
12. Oversee the development and operationalization of the Subgrantee policy guiding sub-granting activities within the organization.
13. Work with CEO and SMT to represent the organization in high level meetings with key stakeholders, including donors.
14. Coordinate the close-out of sub-grants which involves preparing relevant close-out documents for approval.
15. Resource mobilization
16. Spearhead the development and review of the resource mobilization strategy in line with the approved strategic plan.L
17. Participate in the development of project proposals by ensuring that the costing for activities is properly done and that budgets include all relevant components of the proposal.
18. Take lead in the development of a comprehensive financial sustainability plan and fundraising strategy for the Organization.
19. Audit management.
20. Coordinate, lead, and ensure timely completion of the external annual audit processes of the organization.
21.  liaise with external auditors to ensure a smooth audit process through provision of feedback to the external auditors regarding the management letter.
22. Coordinate the presentation of the external audit report to the finance committee of the board of directors.

• Support in the human resource function.
• Support in reviewing the payroll to ensure efficiency and effectiveness.
• Conduct performance appraisal for the staff under your supervision.
• Receive and review timesheets for staff under your supervision.
• Administration.
• Oversee operations, logistics, procurement, and information technology (IT) functions of the organization.
• Ensure effective management of organization assets including the maintenance of an up-to-date assets register and ensuring that physical verification of the assets is undertaken at the end of every financial year.
• Oversee the management of the organizational motor -vehicles and other assets.

• Develop and implement standard security protocols to ensure the security of assets and staff.
• Provide regular updates to the organization regarding safety and security in the country.
• Develop and update the risk register for the organization.
• Develop protocols to ensure the security of organization information and materials.

Person Specifications  

Education

1. A bachelor’s degree in finance, Accounting, commerce or Business Administration majoring in accounting and finance
2. Full membership to professional accounting bodies such as ACCA and CPA is a must.
3. A master’s degree in accounting and finance is a must.
4. Knowledge of Principles and practices of general fund accounting and internal control systems. 
5. Knowledge of  Principles and practices of grant management and an understanding of compliance is desirable.

Industry experience

1. At least 5-7 years of progressive and professional accounting experience in a relatively large institution. Experience in working with NGOs, or INGO is an added advantage.
2. At least 5 years in a senior management role with specific handling procurement, finance, and administration processes
3. Experience in using financial systems like QuickBooks, palladium etc.
4. Significant experience in financial monitoring, budgeting systems, internal controls, and audit processes.
5. Demonstrate experience of working with persons with disabilities.

Technical skills

1. Ability to develop and implement financial procedures and controls.
2. Significant experience in fundraising, and proposal writing skills shall be an added advantage.
3. Ability to communicate effectively, both in oral and written
4.  Administrative and coordination skills.
5. Computer packages, and MS Word, Excel, PowerPoint, etc.
6. Strong analytical and problem-solving skills along with the capacity to identify and articulate potential problems and provide possible solutions in a concise and clear manner.

Tasks and responsibilities

The general functions, tasks and responsibilities in the area of Communication for rural development will include but are not limited to the following elements:

•Provide technical assistance for the design of ComDev strategies and components in FAO programmes and projects and support the implementation ensuring stakeholder engagement and improving FAO programme delivery according to the relevant FAO guidelines (e.g http://www.fao.org/3/a-i4222e.pdf).

•Support FAO Strategic Programs, Regional Initiatives, CPFs, decentralized offices, family farmers and producer organizations and FAO partners in relation to ComDev plans and activities.

•Support the UN Decade of Family Farming global action plan, with special attention to Outcome 4.4, Communication, ICTI capacities/services improved and family farmer’ s voices heard, and facilitate the implementation of participatory communication plans for UNDFF.

•Support ComDev initiatives/platforms (ComDev Asia, Yenkasa Africa, Onda rual, CCComDev) and foster strategic partnerships and cooperation in this field.

•Provide advice in the design, piloting and upscaling of inclusive rural communication services (RCS), including the use of appropriate media and their appropriation by family farmers.

•Assist in identifying relevant developments in the use of media, digital technologies and ICTs in the field of family farming, sustainable agrifood systems and rural development.

Take care of the organization of trainings, e-learnings and the preparation and sharing of case studies, methodologies and tools to enhance ComDev capacities especially of FAO offices, rural institutions, farmer organizations, indigenous peoples and development practitioners.

•Take care of outreach and knowledge sharing in relation to the activities of the FAO ComDev Team, including the publication of articles, preparation of web pages, communities of practices, webinars, and use of social media and,

•Perform other tasks as needed.
